13 people arrested by ICE at a DMV in Pennsylvania.

Officers with U.S. Immigration and Customs Enforcement arrested 13 individuals at a driver’s license center in Armstrong County on Friday, according to a spokesperson from the Department of Homeland Security, who confirmed the information to KDKA-TV on Saturday.

The individuals, described by DHS as undocumented immigrants, were detained outside the facility in West Kittanning. Authorities reported that they were nationals from countries including Uzbekistan, Kyrgyzstan, and Turkmenistan. One of the individuals allegedly resisted arrest and assaulted a local police officer.

Earlier that day, unusually long lines inside the center and a crowded parking lot filled with tractor-trailers raised concerns among people in the area.

“I tried calling ICE that morning when I noticed a large number of foreigners inside, and no one seemed to be speaking English,” said Gary Klingensmith, a resident who lives across from the DMV.

Although he was unable to reach ICE directly, DHS stated that the East Franklin Police Department was contacted. According to officials, concerned residents reported an unusually high number of individuals gathered outside the licensing center.

“It just seemed unusual,” Klingensmith said, adding that he saw multiple people packed inside tractor-trailers. “They opened the door, and about 10 people came out,” he claimed.

Another witness, Ryan Moore, who was present when agents arrived, said he did not observe any suspicious activity prior to the arrests. “They were just standing outside holding paperwork,” he explained. “Then I saw ICE agents detaining several individuals.”

Klingensmith also stated that a number of people ran through his yard as agents carried out the operation.

Authorities have not yet clarified why such a large group had gathered at the location.

A Pittsburgh-based rapid response group, Frontline Dignity, released a statement suggesting that a possible website error may have directed individuals to the West Kittanning location for in-person commercial driver’s license renewals, even though that service is not available there.

According to the organization, it provides training to help communities respond “safely and ethically to immigration enforcement in real time.”

A sign indicating DOT/CDL exams was found at the site; however, it was located at a chiropractor’s office in the same building, not at the DMV itself.

The Department of Homeland Security stated that the situation remains under investigation.
