The U.S. government is considering major updates to the F-1 student visa system, with proposals discussed throughout 2025 and 2026 that could make the process significantly stricter and more complex for international students.
One of the biggest changes under consideration is the elimination of the current “Duration of Status” (D/S) rule, which currently allows F-1 students to remain in the United States as long as they continue maintaining valid student status through their Form I-20. Under the proposed changes, student visas could instead be issued for a fixed period of time, with reports suggesting a possible limit of up to four years, after which students may need to apply for an extension or renewal.
Another proposal specifically targets English language programs, where federal authorities are reportedly considering a 24-month maximum stay. The stated goal is to address concerns that some individuals may be using language programs primarily as a way to remain in the U.S. for extended periods.
In addition, recent policy changes have already made renewals more demanding. Students renewing an F-1 visa may now be required to attend an in-person consular interview, even in cases where interview waivers were previously available.
If implemented, these measures could lead to higher costs, longer processing times, and increased documentation requirements for students seeking to maintain lawful status in the United States.
While students pursuing undergraduate, graduate, and professional degrees may experience less direct impact, those enrolled in English-language study programs could face the most immediate consequences.
Because the Department of Homeland Security (DHS) has broad regulatory authority in this area, some of these changes could potentially move forward without major congressional action.
For international students, the takeaway is clear: advance planning and careful compliance with immigration rules may become more important than ever.
